A machine that turns on has not necessarily been commissioned

Startup proves that equipment can energize. Commissioning asks whether the completed system operates as designed, within the manufacturer's requirements, through the modes and controls the homeowner will actually use. A quiet cabinet, cold supply register, or warm room is not a complete performance record.

The installed system includes more than the equipment boxes. It includes ducts, filters, refrigerant piping, drains, electrical and fuel connections, venting, thermostat logic, sensors, accessories, and the building conditions those components must serve. A defect in any one layer can reduce capacity, comfort, efficiency, moisture control, reliability, or safety.

Start by proving what was installed

The closeout record should identify every major component by full model and serial number: outdoor unit, coil, furnace or air handler, thermostat, zoning panel, indoor heads, heat strips, humidifier, air cleaner, condensate pump, and other installed accessories. Compare that list with the signed proposal and approved substitutions.

Where certified matched performance applies, preserve the AHRI certificate or qualifying product record. Then preserve the actual installed settings. The same equipment can operate very differently under another blower tap, thermostat configuration, refrigerant adjustment, lockout, or staging sequence.

Airflow must be demonstrated, not assumed

Those fields illustrate an essential principle: the blower and the field-installed distribution system must be evaluated together.

Static pressure is resistance, not airflow itself. A technician uses the equipment's fan data or an approved measurement method to connect pressure and blower setting to delivered airflow. The result should be compared with the design and the equipment's allowed operating range. A restrictive filter, undersized return, closed damper, compressed flex duct, dirty coil, or poorly selected blower setting can make an efficient system underperform.

Refrigerant charge must be checked under valid conditions

A split system's factory charge is based on a defined equipment configuration and refrigerant-line allowance. Field length, indoor coil, metering device, installation quality, evacuation, and manufacturer instructions affect the final procedure. The record should show the test conditions, target, actual readings, adjustment, and approved method.

Cooling-side verification may not be valid during cold weather. The ENERGY STAR checklist itself includes outdoor-condition limitations and alternate provisions. A responsible contractor should not invent a number to complete paperwork. Document why the test was deferred or performed under an approved alternative, then assign the return visit in writing.

Heating, controls, drainage, and safeties need their own proof

For a furnace, the applicable checks may include gas input, temperature rise, combustion, venting, draft, condensate disposal, limit operation, and manufacturer-required safety tests. For a heat pump, the technician may need to verify heating operation, auxiliary or backup heat, outdoor-temperature logic, lockouts, stages, defrost interaction, crankcase or low-ambient requirements, and emergency heat.

Cooling startup does not prove heating operation, and a thermostat call does not prove the intended sequence. The contractor should demonstrate normal modes, explain what the homeowner will see, and record settings another technician could reproduce without guessing.

Do not release retainage or final payment merely because a rebate deadline is approaching. The contract should define substantial completion, remaining seasonal testing, corrective work, and the payment tied to each milestone.

The homeowner orientation is part of the installation

Ask the contractor to walk through filter access, thermostat modes, emergency shutoffs, condensate equipment, normal operating sounds, defrost behavior, backup heat, maintenance intervals, warranty procedures, and what conditions require a service call.
